Psycho Raman describes the wandering of a serial killer released in the streets of Mumbai (Bombay), as well as the hunt of a suicidal, crazy and drugged policeman, who is decided to arrest him. The manhunt gradually becomes the frightening drift of a monster, murderer with strange and cruel behaviour, as well as that of a policeman whose events will gradually transform him into a criminal.
